GPO Promotion Rule Amendment in Telangana Ministerial Service Rules
Government of Telangana has taken a major step toward strengthening village administration by creating 10,954 Village Level Officer posts in the Revenue Department. These posts have been filled by absorbing Ex-VROs and VRAs and officially designating them as Grama Palana Officers (GPOs).
Background
The orders for creation of these posts were issued through:
- G.O.Ms.No.41, Finance (HRM.I) Department dated 22-03-2025
- G.O.Rt.No.129, Revenue (Services-II) Department dated 29-03-2025
This move aims to enhance grassroots governance and streamline administrative efficiency at the village level.
Need for Amendment in Promotion Rules
Previously, under the Telangana Ministerial Service Rules, Ex-VROs were eligible for promotion to the post of Senior Assistant in the Revenue Department through a 60:40 ratio along with Junior Assistants and Typists.
Now, with the introduction of the GPO system, it is proposed that the same promotional path should be extended to GPOs (who are drawing the Junior Assistant scale of pay).
Proposed Amendment to Rule 3 of Telangana Ministerial Service Rules
The suggested change involves updating Point No.9(b) of Category-4 of Rule 3 to reflect the following rotation system for promotion to the post of Senior Assistant at the district level:
10-Point Promotional Rotation Cycle (60:40 Ratio)
- Junior Assistant / Typist
- Grama Palana Officer (GPO)
- Junior Assistant / Typist
- Junior Assistant / Typist
- Grama Palana Officer (GPO)
- Junior Assistant / Typist

This rotation cycle ensures fair representation and growth opportunities for the newly inducted GPOs while maintaining administrative balance.
Current Status
A formal request has been submitted to the Government to issue the necessary amendment orders to the Telangana Ministerial Service Rules. Once approved, this change will benefit thousands of GPOs across the state, giving them access to career progression within the government system.
