*నేను సంక్రాంతి సెలవులు అనంతరం సెలవు పెట్టాలని అనుకొనుచున్నాను. సెలవు పెట్టవచ్చా?*

సమాధానం:

*సంక్రాంతి సెలవులు 10 రోజులు ఇస్తున్నారు. మీరు 1 రోజు సెలవు పెడితే మొత్తం సెలవులు 11 రోజులు అవుతాయి. కాబట్టి CL ఇవ్వటం కుదరదు. మీరు గనక సెలవు పెడితే మొత్తం సెలవులకు eligible leave పెట్టుకోవలసి ఉంటుంది.*

*ఒక మహిళా టీచర్ ప్రసూతి సెలవులో ఉన్నారు.పెరిగిన DA ఆమెకు ఎప్పటినుంచి ఇవ్వాలి?*

*మెమో.853 ; ఆర్ధిక ; తేదీ:22.1.13 ప్రకారం ప్రసూతి సెలవు సహా ఏ సెలవు కైనా సెలవుకి ముందు రోజు వేతనం మాత్రమే చెల్లించబడుతుంది.*

3. సందేహం:

*ఒక టీచర్ అనారోగ్యంతో 6 నెలల పాటు హాఫ్ పే లీవ్ పెట్టాడు. ఆ కాలానికి ELs ఎలా ఇవ్వాలి.?*

సమాధానం:

*Aplr 1933 లోని రూల్ 4 ప్రకారం ELs ను డ్యూటీ పీరియడ్ పై మాత్రమే లెక్కించాలి. ఏ విధమైన ఆకస్మికేతర సెలవు కూడా డ్యూటీ గా పరిగణించబడదు. కనుక 3 ELs జమ చేయకూడదు.*

4. సందేహం:

*ఎవరెవరిని బదిలీల కి spouse కేటగిరీ గా పరిగణిస్తారు.*

సమాధానం:

*కేంద్ర, రాష్ట్ర ప్రభుత్వ, స్థానిక సంస్థలు,గ్రాంట్ ఇన్ ఎయిడ్, ప్రభుత్వ రంగ సంస్థ ల ఉద్యోగుల ను మాత్రమే spouse కేటగిరీ గా పరిగణిస్తున్నారు.*

*ఫిబ్రవరి 29న విధులలో చేరిన టీచర్ కి 6 ఇయర్స్ స్కేల్ ఏ తేదీ నుంచి ఇవ్వాలి?*

*మార్చి1 నుండి ఇవ్వాలి. AAS నిబంధనలు ప్రకారం 6 ఇయర్స్ సర్వీసు పూర్తి ఐన మరుసటిరోజు నుంచి స్పెషల్ గ్రేడ్ స్కేల్ మంజూరు చేయాలి.*

రాష్ట్రవ్యాప్తంగా ఉపాధ్యాయుల బదిలీలు, పదోన్నతుల ప్రక్రియను జులై లో చేపట్టాలని ప్రభుత్వం నిర్ణయించింది. ఇందుకు సంబంధించి ఈ నెలాఖరులోగా షెడ్యూల్‌ విడుదలయ్యే అవకాశం కనిపిస్తోంది. బదిలీలు, ట్రాన్స్‌ఫర్లపై ఉపాధ్యాయ సంఘాలతో విద్యా శాఖ శుక్రవారం మరో దఫా చర్చలు జరుపనున్నారు. అయితే అన్ని స్థాయిల్లో ప్రమోషన్లకు అవకాశం లేకపోవచ్చన్న సంకేతాలు వెలువడుతున్నాయి. జిల్లా విద్యా శాఖాధికారులు (డీఈవో), ఎంఈవోలు, డైట్‌ లెక్చరర్ల ప్రమోషన్లకు సంబంధించి కోర్టు కేసులున్నాయి.

ఇవి పరిష్కారం అయ్యాకే పదోన్నతులు కల్పించే వీలుంది. ఈ నేపథ్యంలో న్యాయపరమైన సమస్యల పరిష్కారం చేపడుతూనే ఇబ్బందుల్లేని వాటిల్లో ప్రమోషన్లు ఇవ్వాలని నిర్ణయించారు. ఇందుకు సంబంధించి మార్గదర్శకాలు ఎలా ఉండాలో ఉపాధ్యాయ సంఘాలు, టీచర్స్‌ ఎమ్మెల్సీల నుంచి మంత్రి సలహాలు తీసుకోనున్నారు. వీటిపై అధికారులతో చర్చించి, సీఎం దృష్టికి తీసుకెళ్తారని విద్యా శాఖ వర్గాలు తెలిపాయి. అన్ని స్థాయిల్లో ఏకకాలంలో బదిలీలు, పదోన్నతులు కల్పించాలన్న డిమాండ్‌ వస్తుండటంతో మంత్రి ఆకస్మికంగా చర్చలు జరపడం ప్రాధాన్యం ఏర్పడింది.  

హెచ్‌ఎం స్థాయి వరకూ ఓకే 

సెకండరీ గ్రేడ్‌ టీచర్స్‌ (ఎస్‌జీటీ) నుంచి స్కూల్‌ అసిస్టెంట్‌ స్థాయికి పదోన్నతి పొందాల్సిన వారు దాదాపు 8,500 మంది ఉన్నారు. గెజిటెడ్‌ హెచ్‌ఎంలుగా పదోన్నతులు పొందాల్సిన వాళ్లు 1,970 మంది ఉన్నారు. వీటిల్లో ఎలాంటి ఇబ్బంది ఉండదని విద్యా శాఖ భావిస్తోంది. ఫిజికల్‌ ఎడ్యుకేషన్‌ పోస్టులను ఉమ్మడి సీనియారిటీ ప్రకారం పాత నిబంధనల మేరకే ఇవ్వాలని భావిస్తున్నారు.

అయితే అప్‌గ్రేడ్‌ చేసిన పోస్టుల విషయంలో కొన్ని కోర్టు వివాదాలు, పాలన పరమైన సమస్యలున్నాయి. దీనిపై ఇప్పటికిప్పుడు నిర్ణయం తీసుకునే అవకాశం కన్పించట్లేదు. భాషా పండితుల పదోన్నతులకు బ్రేక్‌ పడే వీలుందని తెలుస్తోంది. వచ్చే విద్యా సంవత్సరంలో 1–8 తరగతులకు ఇంగ్లిష్‌ మీడియంలో బోధించాలని నిర్ణయించిన సర్కారు.. ఇప్పటికే ఇంగ్లిష్‌ శిక్షణ కార్యక్రమం ప్రారంభించింది. మరోవైపు రాష్ట్రపతి ఉత్తర్వుల్లో భాగంగా కొత్త జిల్లాలకు ఉపాధ్యాయుల కేటాయింపులు జరిగాయి. వీటన్నింటినీ పరిగణలోనికి తీసుకుని సీనియారిటీని రూపొందించాల్సి ఉంది. దీనిపై సమావేశంలో ఓ స్పష్టత వచ్చే వీలుందని అధికారులు భావిస్తున్నారు. 

టెన్త్‌ పరీక్షలు కాగానే.. 

వాస్తవానికి బదిలీలు, పదోన్నతుల ప్రక్రియను జూన్ నెలలోనే పూర్తి చేయాలని భావించారు. కానీ పదవ తరగతి సప్లిమెంటరీ పరీక్షలు ముగియగానే బదిలీలు, ప్రమోషన్లు చేపట్టాలని నిర్ణయించారు. ప్రత్యక్ష విధానంలో బదిలీలు చేపట్టాలని ఉపాధ్యాయ సంఘాలు డిమాండ్‌ చేస్తున్నా ఆన్‌లైన్‌ విధానంలో వెబ్‌ ఆప్షన్ల ద్వారానే ప్రక్రియ పూర్తి చేయాలని ప్రభుత్వం భావిస్తోంది. ఇప్పటికే 317 జీవో అమలులో అనేక సమస్యలతో విద్యా శాఖ ఇబ్బంది పడుతోంది. బదిలీల ప్రక్రియలో ఇది సమస్య తీవ్రతను పెంచుతుందనే సంకేతాలు రావడంతో వెబ్‌ ఆధారిత బదిలీ విధానం అమలు చేయాలని నిర్ణయించారు.  

త్వరగా పూర్తి చేయాలి

బదిలీలు, పదోన్నతుల ప్రక్రియను త్వరగా, వివాద రహితంగా పూర్తి చేయాలి. అన్ని స్థాయిల్లో పోస్టులను భర్తీ చేస్తేనే విద్యా శాఖ బలోపేతమవుతుంది. న్యాయపరమైన చిక్కులను పరిష్కారానికి సమన్వయంతో ముందుకెళ్లాలి.
